About the Programme
The Ministry of Finance, Planning and Economic Development is implementing the Uganda Strengthening Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus), a Government of Uganda and World Bank-funded programme running from October 2025 to September 2031.
PIM Plus strengthens implementation support, monitoring, and delivery of priority public investment projects by improving procurement performance, contract management, and project execution. The programme is coordinated through the PFM Reforms Coordination Unit (RCU) and the Project Analysis and Public Investment Management Department (PAP).
Job Summary
The Procurement Officer will provide procurement oversight and contract management support to the PIM Plus Secretariat. The role is responsible for monitoring procurement plans, tracking contract implementation, ensuring compliance with the PPDA Act and World Bank procurement requirements, managing procurement risks, and supporting timely delivery of programme activities.
Key Responsibilities
- Develop, monitor, and update procurement plans for PIM Plus projects.
- Track procurement progress and contract implementation across participating MDAs.
- Monitor procurement delays, risks, and implementation bottlenecks.
- Ensure compliance with the PPDA Act, procurement regulations, and World Bank fiduciary requirements.
- Promote integration of Environmental, Social, Health and Safety (ESHS) and climate resilience requirements into procurement activities.
- Prepare procurement performance reports, compliance reports, and efficiency assessments.
- Support achievement of procurement-related Disbursement Linked Indicators (DLIs) and Intermediate Result Indicators (IRIs).
- Prepare procurement tracking dashboards and databases for priority projects.
- Monitor contractor performance, contract variations, payment certifications, and implementation progress.
- Prepare escalation reports and briefing papers on significant procurement risks and delays.
- Develop procurement guidelines, templates, tools, and training materials for implementing MDAs.
- Provide regular procurement performance updates to the Operations Technical Committee (OTC), Operations Steering Committee (OSC), and programme management.
- Perform any other related duties assigned.

- Comprehensive procurement tracking databases and dashboards.
- Quarterly procurement performance and compliance reports.
- Procurement delay and risk assessment reports.
- Contract implementation monitoring reports.
- Documentation supporting verification of Disbursement Linked Indicators (DLIs).
- Escalation notes and briefing papers on procurement challenges.
- Procurement training materials, templates, and guidelines.
- Bi-annual progress reports.
- Annual performance reports.
- End-of-assignment report.
Qualifications
Applicants should possess:
- An Honours Bachelor’s Degree in Procurement and Supply Chain Management, Business Administration, Commerce, or a related field from a recognized university.
- Professional certification in Procurement and Supply Chain Management such as CIPS or CISCM Uganda is highly desirable.
- A Master’s Degree in Procurement and Supply Chain Management, Business Administration, Project Management, or a related field is an added advantage.
Experience
Applicants must have:
- At least five (5) years of relevant professional experience in procurement, contract management, procurement monitoring, or procurement oversight.
- Experience working within Government institutions, development programmes, or externally financed projects.
- Demonstrated knowledge of the PPDA Act, procurement regulations, competitive bidding processes, and procurement approval procedures.
- Experience working on World Bank or other Development Partner-funded projects is an added advantage.
- Familiarity with fiduciary requirements for externally funded programmes is desirable.
Required Skills and Competencies
- Strong understanding of procurement and contract management principles.
- Knowledge of Environmental, Social, Health and Safety (ESHS) and climate resilience requirements in procurement.
- Strong analytical skills with the ability to identify procurement risks and recommend corrective actions.
- Excellent attention to detail and compliance monitoring skills.
- Proficiency in Microsoft Office applications and procurement management systems.
- Experience using electronic Government Procurement (e-GP) systems and World Bank STEP is an added advantage.
- Strong communication, stakeholder engagement, and report writing skills.
- Ability to manage multiple priorities and meet tight deadlines.
- High standards of integrity, professionalism, and ethical conduct.
