About the Programme

The Ministry of Finance, Planning and Economic Development is implementing the Uganda Strengthening Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus), a Government of Uganda and World Bank-funded programme running from October 2025 to September 2031.

PIM Plus strengthens implementation support, monitoring, and delivery of priority public investment projects by improving financial management, accountability, and project execution. The programme is coordinated through the PFM Reforms Coordination Unit (RCU) and the Project Analysis and Public Investment Management Department (PAP).

Job Summary

The Accountant will provide day-to-day financial management support to the PIM Plus Secretariat to ensure accurate accounting, timely financial reporting, compliance with Government of Uganda financial regulations and World Bank fiduciary requirements, effective budget monitoring, and support for internal and external audit processes.

Key Responsibilities

  • Process daily financial transactions and maintain accurate accounting records.
  • Support timely processing of payments and ensure proper documentation of all financial transactions.
  • Maintain harmonized charts of accounts aligned with programme budgets.
  • Perform regular reconciliations of accounts and expenditures.
  • Monitor budget utilization and ensure expenditures remain within approved allocations.
  • Support preparation and monitoring of annual work plans and programme budgets.
  • Ensure programme expenditures comply with the Medium-Term Expenditure Framework (MTEF) and annual Government budgets.
  • Capture cash flow information within the Programme Budgeting System (PBS).
  • Prepare annual financial statements in accordance with the Public Finance Management Act, Treasury Instructions, and Accountant General guidelines.
  • Support internal and external audit exercises and coordinate responses to audit findings.
  • Maintain an audit recommendation tracking system and prepare quarterly updates.
  • Ensure financial records are available for Government accountability institutions when required.
  • Coordinate public disclosure of audited financial statements in accordance with World Bank requirements.
  • Prepare Interim Financial Reports (IFRs), annual financial statements, and other statutory financial reports.
  • Prepare withdrawal applications and disbursement requests.
  • Monitor designated accounts, replenishments, and fund transfers.
  • Coordinate with the Accountant General’s Office and Treasury on financial management matters.
  • Support financial management of Disbursement-Linked Indicators (DLIs) and Disbursement-Linked Results (DLRs).
  • Perform any other related duties assigned by management.

  • Quarterly Interim Unaudited Financial Reports (IUFRs).
  • Semi-Annual Interim Financial Reports (IFRs).
  • Annual Project Financial Statements.
  • Consolidated programme financial reports from implementing MDAs.
  • Budget monitoring and variance analysis reports.
  • Annual work plans and budgets.
  • Audit recommendation tracking reports.
  • Accurate accounting records and processed financial transactions.
  • Commitment and expenditure tracking reports.
  • Disbursement requests and withdrawal applications.
  • Bi-annual progress reports.
  • Annual performance reports.
  • End-of-assignment report.

Qualifications

Applicants should possess:

  • An Honours Bachelor’s Degree in Accounting, Finance, Business Administration, Commerce, or a related field from a recognized university.
  • Full professional accounting qualification such as ACCA, CPA, or an equivalent professional certification (mandatory).

Experience

Applicants must have:

  • At least six (6) years of relevant professional experience, including at least four (4) years in financial management, accounting, or auditing.
  • Experience working within Government institutions or donor-funded programmes.
  • Demonstrated experience in budgeting, financial reporting, and compliance with Government of Uganda and Development Partner financial requirements.
  • Practical experience using the Government Integrated Financial Management Information System (IFMS).
  • Good knowledge of Uganda’s Public Financial Management framework, including the Public Finance Management Act, Treasury Instructions, and Accountant General guidelines.
  • Familiarity with World Bank fiduciary requirements, financial reporting, and disbursement procedures is an added advantage.

Required Skills and Competencies

  • Strong accounting and financial management expertise.
  • Excellent knowledge of budgeting, financial reporting, and internal controls.
  • Proficiency in IFMS and public sector financial systems.
  • Ability to prepare accurate financial statements in accordance with IPSAS and Government standards.
  • Strong analytical and reconciliation skills.
  • High level of accuracy and attention to detail.
  • Excellent organizational and time management skills.
  • Ability to work under pressure while meeting strict reporting deadlines.
  • Strong integrity, professionalism, and accountability.
