About the Programme
The Ministry of Finance, Planning and Economic Development is implementing the Uganda Strengthening Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus), a Government of Uganda and World Bank-funded programme running from October 2025 to September 2031.
PIM Plus is designed to strengthen implementation support, monitoring, and delivery of priority public investment projects by enhancing oversight during project execution. The programme is coordinated through the PFM Reforms Coordination Unit (RCU) and the Project Analysis and Public Investment Management (PAP) Department.
Job Summary
The Senior Programme Officer – Civil Engineering will provide senior-level engineering and technical support to the PIM Plus Secretariat to strengthen oversight, monitoring, risk management, and technical validation of infrastructure investments. The role will ensure that infrastructure projects are implemented to the required quality standards and contribute to the timely delivery of programme results.
Key Responsibilities
- Review the progress of civil works projects and assess construction quality.
- Conduct technical site inspections and prepare mission reports.
- Identify engineering risks and recommend appropriate mitigation measures.
- Support the Risk Oversight Taskforce on technical engineering matters.
- Verify alignment between physical project outputs and financial disbursements.
- Review engineering designs, bills of quantities, technical specifications, and project work plans.
- Provide technical advice during project preparation, appraisal, and implementation.
- Document lessons learned and develop technical guidance for programme reviews.
- Support verification of strategic infrastructure projects financed under the programme.
- Coordinate with procurement, finance, safeguards, and operations teams to strengthen project oversight.
- Prepare technical reports, briefs, and presentations for the Operations Technical Committee (OTC), Operations Steering Committee (OSC), and PAP management.
- Perform any other related duties assigned.
Expected Deliverables
- Verified technical reports on construction progress, quality, and implementation risks.
- Site inspection reports with recommendations and agreed follow-up actions.
- Engineering risk assessment and mitigation reports.
- Technical review notes and advisory reports for infrastructure projects.
- Reports comparing physical project progress with financial disbursements.
- Technical reviews of engineering designs, cost estimates, specifications, and work plans.
- Lessons learned reports and technical guidance documents.
- Verified technical evidence supporting project verification by oversight bodies.
- Integrated technical oversight reports.
- Technical briefs and presentations for programme decision-making.
- Bi-annual progress reports.
- Annual performance reports.
- End-of-assignment report.
Qualifications
Applicants should possess:
- A Bachelor’s Degree in Civil Engineering from a recognized university.
- A Master’s Degree in Civil Engineering, Construction Management, Infrastructure Engineering, or a related field.
- Registration or eligibility for registration with the Engineers Registration Board (ERB) or an equivalent professional body is an added advantage.
Experience
Applicants must have:
- At least eight (8) years of professional experience in infrastructure project design, supervision, or implementation.
- Experience supporting public infrastructure projects within Government or development partner-funded programmes.
- Demonstrated experience reviewing engineering designs, bills of quantities, construction progress reports, and technical documentation for roads, bridges, buildings, water infrastructure, or similar projects.
Required Skills and Competencies
- Strong technical expertise in civil engineering and infrastructure project management.
- Thorough understanding of construction methods, quality assurance, contract administration, and infrastructure project lifecycle management.
- Excellent risk assessment and problem-solving skills.
- Knowledge of climate-resilient infrastructure design and lifecycle costing principles is an added advantage.
- High attention to detail when reviewing engineering designs and technical reports.
- Strong analytical and report writing skills.
- Ability to communicate technical information clearly to both technical and non-technical audiences.
- Excellent teamwork, stakeholder engagement, and coordination skills.
- High standards of integrity, professionalism, and accountability.
