Job Summary
The Human Resource Officer will provide comprehensive HR support to managers and staff. The role covers Employee Relations, Training, Organizational Development, Employee Health and Safety, and HR Administration. The officer will ensure HR policies, procedures, and practices align with organizational goals and healthcare regulatory standards while supporting excellence in patient care and staff development.
Key Responsibilities
1. Recruitment
- Ensure staff requisition and justification forms are fully completed before interviews.
- Prepare and place job advertisements.
- Participate in interviews professionally and promptly.
- Conduct thorough background checks with more than two referees.
- Maintain and reference keep-on-files for future vacancies.
- Introduce and notify employees about new recruits.
- Ensure all new staff complete orientation within the first two weeks of employment.
2. Risk Register & HR Balanced Scorecard
- Update the employee staff register monthly.
- Maintain and update the HR balanced scorecard.
- Share reports with designated senior management team members.
3. Staff Attendance Management
- Update the staff clock-in system for new employees.
- Resolve issues related to the clock-in system.
- Submit monthly attendance reports to departmental heads.
4. Policy Development & Implementation
- Participate in the development and implementation of HR policies, procedures, and processes.
- Clearly explain organizational policies to staff.
5. Performance Management
- Coordinate annual appraisals.
- Coordinate mid-year performance reviews.
6. Staff Welfare
- Implement staff welfare committee action points.
- Share self-development articles and HR updates through email or intranet.
- Monitor staff birthdays and generate birthday messages.
- Visit admitted staff members during hospitalization.
- Organize staff social events and welfare activities including:
- Staff outings
- Weddings
- Birthdays
- Football games
- Gifts and communication activities
7. Leave Management
- Ensure departmental leave plans are developed and followed.
- Process and approve leave applications.
- Maintain leave records including:
- Leave taken
- Outstanding leave days
- Leave balances
- Prepare monthly leave liability reports for line managers.
8. Staff Exit Management
- Prepare exit documentation including:
- Resignation responses
- Termination letters
- Ensure proper clearance and handover procedures.
- Participate in exit interviews and attitude surveys.
9. Learning & Development
- Support Learning & Development programs.
- Identify training needs in collaboration with departments.
- Ensure attendance for training activities.
10. HR Administration & Documentation
- Draft HR documents including:
- Employment contracts
- Warning letters
- Recommendation letters
- Maintain accurate and confidential personnel records.
- Ensure compliance with documentation requirements for healthcare professionals such as:
- Practicing licenses
- Work permits
Requirements
Education
- Bachelor’s degree in:
- Human Resource Management
- Work & Organizational Psychology
- Business Administration
- Or a related field
Experience
- Minimum of 2 years’ HR experience
- Experience in a service industry is preferred
Knowledge & Skills
- Practical knowledge of:
- Employment law
- HR policies and procedures within Uganda
- Strong organizational and communication skills
- Ability to maintain confidentiality and professionalism
