About the Programme

The Ministry of Finance, Planning and Economic Development is implementing the Uganda Strengthening Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus), a Government of Uganda and World Bank-funded programme running from October 2025 to September 2031.

PIM Plus is designed to strengthen implementation support, monitoring, and delivery of priority public investment projects. The programme is coordinated through the PFM Reforms Coordination Unit (RCU) and the Project Analysis and Public Investment Management Department (PAP), working closely with Ministries, Departments and Agencies (MDAs), the National Planning Authority, and development partners.

Job Summary

The Senior Programme Liaison and Change Management Officer will provide strategic leadership in change management, stakeholder engagement, and communications to support successful implementation of the PIM Plus programme. The role focuses on strengthening institutional collaboration, managing stakeholder relationships, documenting programme achievements, promoting knowledge sharing, and ensuring effective communication of public financial management reforms.

Key Responsibilities

  • Support the design and implementation of stakeholder engagement strategies.
  • Coordinate stakeholder consultations and document feedback from MDAs and partners.
  • Develop and implement communication and change management strategies.
  • Prepare policy briefs, presentations, reports, and visibility materials.
  • Document programme achievements through case studies, success stories, multimedia content, and knowledge products.
  • Support enterprise change management initiatives across participating MDAs.
  • Coordinate communication activities with government institutions and development partners.
  • Prepare media briefs, press materials, and monitor media coverage.
  • Update programme content on the Ministry website and digital communication platforms.
  • Organize learning events, workshops, webinars, and knowledge-sharing forums.
  • Develop communication toolkits, guidelines, and training materials.
  • Monitor and evaluate the effectiveness of communication and change management activities.
  • Support identification and management of implementation risks affecting PFM reforms.
  • Coordinate meetings under the Government and Development Partner PFM dialogue framework and document proceedings.
  • Maintain programme documentation required for quality assurance and reporting.
  • Perform any other related duties assigned.

Expected Deliverables

  • Annual and quarterly change management plans.
  • Stakeholder engagement strategies and consultation reports.
  • Policy briefs, presentations, fact sheets, infographics, brochures, and branding materials.
  • Case studies, success stories, videos, photo essays, and other communication products.
  • Regular updates to the Ministry website and social media platforms.
  • Workshop reports, webinar summaries, and learning documentation.
  • Enterprise change communication strategies, guidelines, and toolkits.

Qualifications

Applicants should possess:

  • A Master’s Degree in Public Administration, Social Sciences, Strategic Communications, Human Resource Management, or a related field.
  • An Honours Bachelor’s Degree in Social Sciences, Mass Communication, Development Communication, Human Resource Management, or a related discipline from a recognized institution.
  • Professional certification in Change Management is required.
  • Certifications in Strategic Communications, Public Relations, Digital Communications, or Knowledge Management are an added advantage.

Experience

Applicants must have:

  • At least eight (8) years of relevant professional experience in change management within a large public sector programme.
  • Experience supporting government reform programmes or development partner-funded projects.
  • Demonstrated experience developing and implementing stakeholder engagement and communication strategies for complex programmes.
  • Good knowledge of Government of Uganda accountability systems, administrative processes, and public financial management reforms.

Required Skills and Competencies

  • Excellent communication, writing, editing, and storytelling skills.
  • Strong stakeholder engagement and relationship management skills.
  • Ability to communicate complex technical information to diverse audiences.
  • Proficiency in Microsoft Office applications.
  • Experience using communication and design tools such as Canva and Adobe.
  • Knowledge of social media management platforms.
  • Strong creativity in developing communication campaigns and awareness initiatives.
  • High levels of professionalism, integrity, and ethical conduct.
