Background
Makerere University has received funding from the Governments of Uganda and South Korea to implement the Improvement of Makerere University Project. The University invites applications from suitably qualified Ugandan candidates to fill the position of Procurement Specialist on a two-year contract basis.
Job Purpose
To manage the project’s procurement and disposal processes in compliance with the Public Procurement and Disposal of Public Assets (PPDA) Act and Economic Development Cooperation Fund (EDCF) procurement guidelines, ensuring timely acquisition of goods, works, and consultancy services.
Key Responsibilities
- Implement the project procurement plan.
- Ensure adequate publicity of procurement opportunities through preparation and publication of General Procurement Notices.
- Review bidding documents and ensure compliance with EDCF and PPDA procurement guidelines.
- Solicit requests for consultancies, goods, and works.
- Participate in the evaluation of bids and proposals.
- Prepare draft and final Bid Evaluation Reports and contracts.
- Support preparation of documentation required for certification of goods, works, consulting, non-consulting services, and training.
- Coordinate customs clearance and secure delivery of procured goods.
- Establish and maintain complete and accurate procurement records.
- Safely maintain procurement documents for stakeholder and supervisory reviews.
- Submit timely reports to the Deputy Project Coordinator.
Qualifications
- Master’s Degree in Procurement and Supply Chain Management.
- Honours Bachelor’s Degree in Procurement and Supply Chain Management.
Additional Requirements
- Must be a member of the Chartered Institute of Procurement and Supply (CIPS).
Experience
- At least eight (8) years of relevant procurement experience.
- At least three (3) years should have been served at the level of Principal Officer or an equivalent position in a reputable organization.

- In-depth knowledge of public procurement laws, policies, and practices.
- Excellent understanding of PPDA regulations and procurement processes.
- Contract management experience.
- Computer literacy.
- Strong interpersonal and communication skills.
- Honesty and high integrity.
