Job Summary

The Manager, Cargo & Scheduling will oversee crude oil shipping and cargo activities for UNOC, including supply chain logistics, vessel chartering, operations and claims management while ensuring compliance with international maritime regulations.

Key Responsibilities

Supply Chain and Logistics

  • Oversee the movement of crude oil, including tanker scheduling, nominations and lifting coordination.
  • Coordinate logistics planning with commercial and operational priorities.
  • Monitor inventory and transportation timelines.

Shipping and Chartering

  • Validate crude oil lifting requirements.
  • Prepare Vessel Enquiry Sheets for shipbrokers.
  • Assess vessel availability, freight economics and safety records.
  • Lead freight negotiations.
  • Secure internal approvals for vessel selection.
  • Execute charter party agreements.
  • Ensure vessel compliance with maritime regulations and HSSEQ requirements.
  • Manage third-party marketing agreements.
  • Coordinate with operations and legal teams.

Operations

  • Manage charter party requirements and voyage execution.
  • Coordinate communications between charterers and shipowners.
  • Plan bunkering and port agent arrangements.
  • Ensure vessels are ready for loading and discharge.
  • Oversee cargo loading and documentation.
  • Ensure appropriate Bills of Lading or Letters of Indemnity are issued.
  • Provide ETA and vessel movement reports.
  • Monitor freight invoicing and payments.
  • Manage post-voyage claims.

Claims Management

  • Review voyage costs and disbursements.
  • Investigate demurrage and freight disputes.
  • Resolve cargo quality and quantity claims.
  • Maintain claims and settlement records.
  • Ensure timely closure of voyage accounts.

Compliance and Contracts

  • Ensure shipping and cargo operations comply with maritime laws and HSSEQ standards.
  • Conduct audits, inspections and risk assessments.
  • Monitor regulatory changes.
  • Negotiate and administer shipping contracts.
  • Work with legal and commercial teams on disputes.

Operational Efficiency

  • Identify ways to reduce logistics costs.
  • Improve shipping performance.
  • Benchmark against industry practices.
  • Track KPIs and drive continuous improvement.

Resilience and People Management

  • Develop contingency plans for shipping disruptions.
  • Support business continuity.
  • Lead recruitment, training and development of relevant personnel.
  • Promote knowledge transfer and succession planning.
  • Develop local talent.
  • Promote compliance, ethics and transparency.

Qualifications and Experience

  • Bachelor’s degree with Honours in Maritime Studies, Logistics, Supply Chain Management or a related field.
  • Master’s degree in Maritime Studies, Logistics, Supply Chain Management or a related field is an added advantage.
  • Specialized cargo operations training is an added advantage.
  • Minimum 8 years’ relevant experience in shipping and cargo operations.
  • At least 4 years at supervisory level.
  • Experience leading cross-functional teams is an added advantage.
