Job Overview

The Embassy of Belgium in Kampala is seeking a qualified and motivated professional to fill the temporary position of Deputy-Attaché / University-Level Operative – Development Cooperation and Economic Field.

The successful candidate will support Belgium’s development cooperation activities in Uganda, with a particular focus on the humanitarian, education, and health sectors. The role involves policy analysis, stakeholder coordination, monitoring of development programmes, socio-economic reporting, and engagement with Belgian and Ugandan partners.

Key Responsibilities

  • Monitor and report on focus sectors and programmes supported by Belgian development cooperation, particularly:
    • Humanitarian affairs
    • Education
    • Health
  • Participate actively in sectoral development partner groups and multi-stakeholder coordination mechanisms.
  • Organize meetings, events, studies, and other sector-related activities.
  • Contribute to sectoral policy dialogue and advocacy.
  • Maintain relationships with Belgian development cooperation implementing partners, including:
    • Enabel
    • Private-sector organizations
    • NGOs
    • Multilateral organizations
    • Universities
  • Organize and conduct field visits to project and partner operations.
  • Promote the implementation of Belgium’s development policy priorities.
  • Prepare analytical progress and monitoring reports.
  • Monitor and report on Uganda’s socio-economic situation.
  • Contribute to positioning Belgium’s external action in Uganda.
  • Analyze proposals submitted by implementing partners.
  • Provide input into draft policy notes based on knowledge of Uganda’s development environment.
  • Provide support to Belgian and Belgium-related private companies and partners.

Requirements

Education

  • Postgraduate university Master’s degree, preferably in one of the following fields:
    • Political Science
    • Public Health Management
    • Educational Science
    • Law
    • Management
    • Economics
    • Environmental Studies
    • Development Studies
  • Equivalent professional experience may also be considered.

Experience

  • At least 2 years of relevant professional experience.
  • Strong knowledge of Uganda’s development context and socio-economic environment.

Language Skills

  • Oral and written fluency in English.
  • Fluency in French and/or Dutch.

Technical & Professional Skills

  • Strong analytical and research skills.
  • Proficiency in Microsoft Office applications.
  • Ability to analyze development programmes, policies, and socio-economic issues.
  • Strong stakeholder engagement and coordination abilities.

Additional Advantages

The following will be considered an advantage:

  • Public communication skills.
  • Experience with social media and digital communication.
  • Knowledge of Belgium’s development cooperation system.
  • Previous experience working with actors involved in Belgian development cooperation.
