About the Programme
The Government of Uganda is implementing the Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus) to strengthen implementation, monitoring, and delivery of priority public investment projects. Coordinated by the Ministry of Finance, Planning and Economic Development in partnership with the National Planning Authority and supported by the World Bank, the programme focuses on improving execution, accountability, and results across government investments.
Job Purpose
The Senior Programme Officer – Quality Assurance will provide senior-level fiduciary oversight, quality assurance, and financial risk management support to the PIM Plus Secretariat and participating MDAs. The role focuses on strengthening financial controls, audit readiness, value-for-money monitoring, and verification of finance-related programme results.
Key Responsibilities
- Review financial performance reports and budget execution data, identifying trends, bottlenecks, and variances.
- Assess alignment between financial disbursements and physical project outputs.
- Support audit readiness by ensuring compliance with procedures and follow-up on audit recommendations.
- Review financial management systems and internal controls, identifying weaknesses and recommending improvements.
- Conduct financial risk assessments and maintain project risk registers.
- Develop and implement value-for-money assessment approaches.
- Support verification of finance-related programme indicators and coordinate with implementing MDAs.
- Provide structured feedback on financial management, fiduciary readiness, and project sustainability.
- Participate in technical reviews of strategic public investment projects.
- Develop financial management tools, templates, and reporting frameworks.
- Deliver capacity-building initiatives on financial management, internal controls, audit readiness, and risk management.
- Collaborate with engineering, procurement, safeguards, and operations teams to strengthen integrated programme oversight.
- Perform any other related duties assigned under the PIM Plus programme.
Qualifications
Applicants must possess:
- A Master’s degree in Accounting, Finance, Public Financial Management, Business Administration, Economics, or a related field from a recognized university.
Professional certifications such as:
- ACCA
- CPA
- CIMA
- CIA
- CISA
- PMP
- PRINCE2
are highly desirable.
Experience
Applicants should have:
- At least 8 years of experience in quality assurance, project oversight, compliance monitoring, or delivery assurance.
- Experience working with Government, the World Bank, or other development partner-funded programmes is an added advantage.
Required Skills
- Financial risk assessment and internal control systems
- Audit readiness and audit recommendation tracking
- Knowledge of Uganda’s Public Financial Management framework
- Familiarity with World Bank fiduciary requirements
- Proficiency in IFMIS, Microsoft Office, and financial management software
- Strong analytical and reporting skills
- High ethical standards and professional integrity
