System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

UETCL invites applications from suitable and eligible candidates to fill the position of:

Job Title : Standards and Specifications Engineer
Department : Grid Development & Planning Department
Reports to : Senior Safety and Standards Engineer

Job Purpose:
To ensure that UETCL equipment and work procedures conform to national and international standards, prepare and review technical specifications in line with best engineering practices, establish quality policies, procedures and frameworks in line with the prevailing ISO 9001 standard, and integrate quality with safety management under ISO 45001:2018

Key Results Areas

  1. Compile, review and update the company engineering standards manual and specifications database.
  2. Carry out inspection of all engineering equipment and materials that are delivered to the company stores.
  3. Carry out inspection and sensitization in field sites of engineering works in UETCL to enhance the compliance set work standards and procedures.
  4. Provide technical guidance to staff in user sections on the preparation of technical specifications/ terms of reference for goods and services to be procured by UETCL.
  5. Carry out technical audits on the performance of the engineering goods and services procured by UETCL to verify quality in order to guide future procurement.
  6. Prepare tender documents and carry out evaluation of bids for procurement of engineering goods and services and participate in quality conformance verification and inspection of all project activities and commissioning exercises.
  7. Lead and monitor the quality management and OHS systems for all transmission projects and operations, and build capacity in quality and OHS assurance, auditing, and compliance
  8. Promote the adoption of best practices and new technologies in standards, quality and OHS management, and support multi-system integration (ISO 9001, ISO 45001, ISO 55001)
  9. Perform any other duties as may be assigned from time to time.

Person specification, experience and Competences

  • Bachelor’s Degree in electrical or mechanical engineering
  • 3 years of relevant experience in an energy-related industry.
  • Must member of Safety and Health Association of Uganda SHAU.
  • Must provide evidence of training in standards, procurement and specifications fields & demonstrate knowledge of the standards and specifications development.
  • Evidence of membership on the UNBS or other international organization standards development technical committees is an added advantage.
  • Certification or training in NEBOSH, IOSH, and proficiency in computer applications, and defensive is an added advantage.
  • Strong analytical, communication, and interpersonal skills.
  • A person of high integrity, highly motivated, innovative and a committed team player.

The holder of this position will be offered a contract subject to the Ministry of Public Service
