The U.S. Embassy Kampala is seeking eligible and qualified applicants for the position of Procurement Agent in the General Services Office. This is a permanent, full-time position responsible for supporting procurement activities for all U.S. Mission agencies in Uganda by acquiring supplies and services in accordance with U.S. Government procurement regulations and procedures.

Job Purpose
The Procurement Agent supports the U.S. Mission in Uganda by procuring a wide range of goods and services using purchase orders, contracts, purchase cards, blanket purchase agreements, and other procurement mechanisms. The role also supports vendor management, market research, procurement database administration, and contract management while ensuring compliance with U.S. Government acquisition regulations.
Key Responsibilities
Procurement Management
- Review procurement request packages for completeness and accuracy.
- Determine the appropriate procurement method based on requirements.
- Prepare and distribute solicitation documents for goods and services.
- Coordinate site visits and pre-bid conferences.
- Support bid evaluations and Technical Evaluation Panels (TEPs).
- Prepare independent government cost estimates.
- Participate in negotiations with suppliers to obtain best value.
Contract Administration
- Prepare contracts for procurement of goods and services.
- Evaluate supplier responses and recommend contract awards.
- Prepare procurement documentation for approval by the Contracting Officer.
- Support Contracting Officer Representatives (CORs) in contract administration.
- Monitor contractor performance and recommend improvements.
Procurement Database Management
- Maintain procurement databases and procurement action tracking records.
- Ensure requesting offices receive timely procurement status updates.
- Maintain procurement reports and vendor records.
Blanket Purchase Agreements (BPAs)
- Prepare and manage Blanket Purchase Agreements (BPAs) and Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.
- Monitor BPA usage to ensure authorized limits are not exceeded.
- Guide BPA ordering officers on Federal Acquisition Regulations (FAR).
Purchase Card Administration
- Record procurement data in the Federal Procurement Data System (FPDS-NG).
- Reconcile monthly purchase card statements within required timelines.
Vendor Management
- Conduct vendor vetting and due diligence.
- Verify business registration, tax compliance, and legal status of suppliers.
- Conduct market research and supplier visits.
- Identify potential conflicts of interest and report procurement risks.
Minimum Qualifications
- Completion of two (2) years of general college or university studies.
Experience Required
- Minimum of three (3) years’ experience in procurement, purchasing, or supply management.
Knowledge, Skills and Competencies
- Good knowledge of procurement regulations, policies, and procedures.
- Understanding of contracting processes and local market practices.
- Knowledge of vendor catalogues and procurement documentation.
- Strong organizational and prioritization skills.
- Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint.
- Ability to process procurement documents accurately.
- High level of integrity, professionalism, and confidentiality.
- Strong communication and interpersonal skills.
- Ability to multitask and work under pressure.
Language Requirements
- Good working knowledge of English (speaking, reading, and writing).
- Fluent in Luganda (speaking, reading, and writing).
